Exchange Information Requirements for an infrastructure project

This set of documents was produced by the BIMTECH – buildingSMART Romania team together with the National Road Investment Company (CNIR) for the feasibility study of the Bucharest – Giurgiu motorway / expressway. The documents define the minimum BIM delivery requirements in a public tender and serve as a template for digitalising public infrastructure procurement in Romania. This is a preliminary version, published for public consultation, and fully aligned with the SR EN ISO 19650 series of standards.

What are Exchange Information Requirements (EIR / CSI)? EIR — Exchange / Employer Information Requirements — is the document through which the employing party (the client) defines the minimum requirements for delivering a project's BIM information: which models, at what level of detail, in what formats and following which organisation rules they must be delivered.

The EIR is the basis of a three-step flow: EIR (the client's requirements) → Pre-BEP (the preliminary plan submitted by bidders to demonstrate BIM capability) → BEP (the detailed BIM execution plan, produced by the winning party after award).

Geometry, information and formats

📐 Geometric requirements

  • LoG 200 (BIMForum 2023) — generic systems with approximate quantities, dimensions, shape and location
  • Georeferencing in the STEREO70 system
  • Splitting the 3D models by discipline per the elements annex

ℹ️ Information requirements

  • LoI — attributes organised into property sets on each object
  • Classification codes, locations, relationships and data for the BIM uses
  • Gradual collection, according to the life-cycle stages

💾 File formats

  • The open IFC4 ADD2 TC1 format (buildingSMART) is mandatory
  • Editable native format (.rvt, .dwg, .imx, .3dm, .pln…)
  • Additional exchange via .dxf, .xml, .las/.laz as applicable
Information organisation

The naming convention

Per SR EN ISO 19650-2 (§5.1.7), each information container has a unique identifier made up of fields delimited by the "-" character.
